it shows some Chinese text and ".NET Compact Framework" [...] error code 2147483647 (80000001)
any ways to solve this?

This seems to indicate that there is a prblem with the installation of the .NET framework; if you google for the error, you find all sorts of problems with various programs, including synchronizing etc.

You may want to try to install the latest .NET runtime from Microsoft's site:
